I would want to go 360 > PC (conversion > PS4 so this adds an extra level of complexity with the restrictive mod rules for Playstation's SE version. I honestly have too much time invested in my 360 version of the game and now I am on PS4. My hunch is that the save files could still be made to work in SE. I do understand that a PC would probably almost have to be used somewhere in the process to copy/convert the save file and definitely if a MOD is created that would be compatible with the PS4 restrictions. Is it possible then that we could copy the save files from our previous systems and find away (possibly with the help of a mod) to convert and then open these files in the new PS4/Xbox One special edition? (Note this question is for those of us without PCs strong enough to play Skyrim SE. (My understanding was that it took very little effort/workarounds to achieve. Now I realize how crazy this sounds but there was a way to transfer Xbox 360 and I believe PS3 save files to a PC and then open those up and and use them in the PC version of the game. If there is one thing those of us who played Skyrim back at release on consoles want, it's to play SE on our new systems and pick up from one of our old save files so that we can continue our own characters in this new improved world. I realize how pie-in-the-sky this sounds but lets be honest.
